As Team Leader, I would like to suggest that you talk to Ken regarding his unprofessional behavior. It is important to discuss with him the expectations for getting the Brooks proposal accomplished in a timely fashion that ensures a successful outcome; that of securing the contract.
Recommendations: 1.) To be present and punctual at all scheduled meetings; 2.) To come prepared of the mutually agreed upon assigned tasks; and 3.) To be totally available in the process for working on the proposal. (no distractions in the meetings)
I would also like to suggest to you to remind Ken what a vital role he plays on this team and that he's input is essential to our success.

Planning, Research and Development
As we prepare to move forward on the planning, research, and development of the Brooks proposal, Ken has presented some challenges on the team. In getting this process launced he has cancelled two meetings. He has also been late, unprepared, and pre-occupied. This unprofessional behavior cannot be tolerated if we are to secure the Brooks proposal.
On behalf of the team, we are requesting your help to resolve these challenges with Ken. Attached are several documents that captures the aforementioned process.
1.) Allison's e-mail to Ken after receiving his phone message cancelling the 1st meeting; to schedule the 2nd meeting.
2.) Ken's e-mail to Allison cancelling the 2nd meeting.
3. )My e-mail to Allison with suggestions for an individual meeting with Ken and to discuss his performance challenges that are interferring with the success of the Brooks proposal.
4. )Allison's e-mail to Ken summarizing their meeting.
